Pennsylvania’s Low-Income Household Water Assistance Program (LIHWAP)

Pennsylvania’s Low-Income Household Water Assistance Program (LIHWAP), administered through the Pennsylvania Department of Human Services, launched on Jan. 4, 2022 with $34.6 million in available grant funding. Pennsylvania American Water developed and executed a targeted customer communications and outreach plan to help promote the program to potentially eligible customers. The campaign included website updates, social media posts, a statewide bill onsert, a targeted statewide email campaign, a targeted letter campaign, and printed materials for use by field employees.

In the first 10 weeks of the program, Pennsylvania American Water customers have received more than 4,100 grants totaling $2.2 million in assistance to help keep their water flowing.
